Preheat your oven to 350 F. Line an 8x8 inch square pan with parchment paper.
In a bowl add your oat flour, coconut oil, maple syrup, vanilla and salt. Mix well and transfer to the pan. Using your fingers evenly press down into the pan.
Bake for 8-10 minutes, or until golden brown. Leave it to cool.
SALTED CARAMEL
To make the salted caramel layer, in a small pot combine the tahini, maple syrup, coconut oil, vanilla and sea salt and place on medium heat for 2 minutes, stirring constantly.
Pour over the slightly cooled crust. Leave it in the fridge for an hour, or freeze it for 15 minutes before adding the chocolate layer.
CHOCOLATE
Combine your chocolate chips and coconut oil and microwave for 2 minutes to completely melt them.
Pour over the cooled caramel.
Add in the fridge or freezer for additional hour before cutting into bars.
